The 26-year-old played his last game for Kilmarnock in the Rugby Park outfit's season-ending 3-1 defeat by St Mirren on Saturday.
Bell will be officially registered with Rangers when their transfer ban expires at the end of August.
"There was no way I was going to turn down the chance to be a Rangers player," Bell told the Ibrox club's website.
"I think I've got enough experience now. I've played for a few years in the SPL and I've got that behind me.
"I had opportunities to move before now, it wasn't right though as I needed a bit longer.

Bell was with Kilmarnock for a decade
"I think now is the right time for me to step on and it's a no-brainer, it didn't take long to make the decision.
"I got a phone call from my agent who told me Rangers were going to offer me a contract. He also said another team was going to offer me a contract down south and they wanted me to go down the next day.
"I said 'no, forget it' as I wanted to go to Rangers and that was it, I had made my decision.
"That was the club I wanted to go to and I know I've made the right decision."
Accepting a year-long ban on registering players was a condition of Rangers being granted Scottish Football Association membership, which is required to play league football.
And with Rangers having won the Third Division this season, Scotland cap Bell's first task will be to help his new club try and win promotion to Division One.
"It's a massive club and it's one of the biggest clubs in Europe so there was no way I was going to turn down the chance to be a Rangers player," added Bell.
"Hopefully I can prove to the fans that I can be a Rangers number one. My first job is to go out and prove to people that I'm good enough to be here."
